What can be mailed at the Media Mail price
The Domestic Mail Manual limits Media Mail to a list of items:
“Only these items may be mailed at the Media Mail prices:”
USPS.com summarizes the list this way:
“Here's what you can send:
Books (at least 8 pages)
16-millimeter or narrower width films
Printed music and test materials
Video and sound recordings (including tapes, albums, and CDs/DVDs)
Playscripts and manuscripts
Printed educational reference charts
Medical loose-leaf pages and binders
Computer-readable media”
The first item on the DMM list is books, with its conditions:
“Books, including books issued to supplement other books, of at least eight printed pages, consisting wholly of reading matter or scholarly bibliography, or reading matter with incidental blank spaces for notations and containing no advertising matter other than incidental announcements of books. Advertising includes paid advertising and the publishers‘ own advertising in display, classified, or editorial style.”
USPS.com adds:
“NOTE: Video games, computer drives, and digital drives do not qualify for Media Mail prices.”
“You can only send certain types of media: If you try to include anything that's not allowed, you (or your recipient) will have to pay higher postage rates. All Media Mail packages are subject to opening and inspection by the Postal Service.”
The full DMM list has more conditions than these summaries, including for films, test materials and charts, so read DMM 173 section 4.1 or ask a Post Office before you rely on the Media Mail price for something not named above.
Weight, inspection and delivery time
“Maximum weight is 70 lbs.”
“Media Mail and Library Mail are not sealed against postal inspection. Regardless of physical closure, the mailing of articles at Media Mail or Library Mail prices constitutes consent by the mailer to postal inspection of the contents.”
“Media Mail and Library Mail are subclasses of Package Services. The USPS does not guarantee the delivery of Media Mail or Library Mail within a specified time.”
Zones do not change Media Mail prices in the Notice 123 table: it has one price per weight. For weight-and-zone prices see how much Priority Mail is.
Library Mail
The Library Mail column above is for eligible senders and addressees only. The DMM says:
“Each piece must show in the address or return address the name of a school, college, university, public library, museum, or herbarium or the name of a nonprofit (as defined in 703.1.0) religious, educational, scientific, philanthropic (charitable), agricultural, labor, veterans, or fraternal organization or association. Only the articles described in 5.0 may be mailed at the Library Mail price.”
