FERS COLA 2027
Federal retirees get a 3.6% COLA on CSRS annuities and a 2.6% COLA on FERS annuities effective December 1, 2026, paid in the January 2027 payment. Military retired pay is expected to follow (3.6%, or 2.6% for REDUX), but DFAS has not posted its 2027 notice as of October 23, 2026. - OPM lists CSRS 3.6% and FERS 2.6% on its annuity payments page, effective December 1, 2026 and reflected in the benefit payable January 4, 2027. The page also publishes the prorated percentages shown below.
- Where 3.6% comes from: the SSA announcement of the CPI-W increase from the third quarter of 2025 to the third quarter of 2026. CSRS takes the whole increase; FERS follows the 5 U.S.C. 8462(b) formula.
- Military (expected, not confirmed): 10 U.S.C. 1401a ties retired pay to a CPI increase, and we expect it to match the Social Security COLA. DFAS has not posted its 2027 notice as of October 23, 2026, and we could not open dfas.mil (it blocks automated access), so treat the military figures here as expectations and check your DFAS announcement.

It does not include the FERS annuity supplement, which gets no COLA. OPM and DFAS statements are official.
2027 COLA by retirement system
| System | 2027 COLA | Who gets it |
|---|---|---|
| CSRS | 3.6% | All CSRS annuitants, any age (5 U.S.C. 8340) |
| CSRS Offset | 3.6% | Same COLAs as other CSRS retirees (5 CFR 831.1005(d), OPM RI 83-19); the Social Security offset at 62 reduces the annuity the COLA is applied to |
| FERS | 2.6% | Age 62 and over, plus survivors and retirees under 5 U.S.C. 8412(d)(1) or (e); disability annuitants after the 60% first year (5 U.S.C. 8462(c)(3)) |
| FERS annuity supplement | 0% | No COLA on the supplement |
| Military High-3 or Final Pay | 3.6% (expected) | Retired by the end of 2025 (10 U.S.C. 1401a(d), (e)); expected — DFAS has not posted its 2027 notice as of October 23, 2026 |
| Military REDUX / Career Status Bonus | 2.6% (expected) | CPI increase minus 1 point (10 U.S.C. 1401a(b)(3)); expected — DFAS has not posted its 2027 notice as of October 23, 2026 |
Why FERS gets less than CSRS
CSRS retirees get the full CPI-W increase. FERS retirees get it under a three-band rule in 5 U.S.C. 8462(b):
| CPI-W increase | FERS COLA | Example |
|---|---|---|
| 2.0% or less | Same as CPI | 1.4% CPI gives 1.4% (Dec. 2002) |
| Over 2.0% up to 3.0% | 2.0% | 2.8% CPI gives 2.0% (Dec. 2018, Dec. 2025) |
| Over 3.0% | CPI minus 1.0 point | 3.6% CPI gives 2.6% (Dec. 2026) |
2027 worked example: the CPI-W increase is 3.6%, which is above 3%, so the FERS COLA is 3.6% - 1.0 = 2.6%. A CSRS annuity of $3,000 a month rises to $3,108 and a FERS annuity of $3,000 rises to $3,078, a difference of $30 a month. OPM computes the new amount as the old amount times one plus the rate, rounded down to the dollar.
The age-62 rule and its exceptions
Under 5 U.S.C. 8462(c)(3), a FERS COLA does not take effect for an annuitant who is under 62 on the date the adjustment would first take effect, December 1, 2026. To get the 2027 FERS COLA you generally need to be 62 on or before December 1, 2026. OPM's Benefits Administration Letter lists these exceptions:
- Spouse, former spouse, and insurable interest survivor annuitants.
- Disability annuitants (5 U.S.C. 8462(c)(3)). Those paid at the 60% first-year rate get no COLA that year.
- Retirees under 5 U.S.C. 8412(d)(1) or (e): law enforcement officer, member of the Capitol Police or Supreme Court Police, firefighter, nuclear materials courier, customs and border protection officer, or air traffic controller (5 U.S.C. 8462(c)(3)(B)(ii)).
- Military reserve technicians who retired at age 50 with 25 years because they lost military membership to disability.
- Joint Payroll Office FERS Special annuitants.
If you retired under FERS before 62 and are not in an exception, your first COLA comes after you turn 62. If you had been retired at least a year by then, OPM says the first COLA is the full rate rather than a prorated one. A FERS retiree with a CSRS component gets the CSRS COLA on that component at any age.
First-year proration table for the 2027 COLA
The first COLA is prorated: 1/12 of the full COLA for each month on the annuity roll before December 1, counting a partial month as a month (5 U.S.C. 8340(c)(1) and 8462(c)(1)). To get the full increase, the annuity must have begun no later than December 31, 2025. These percentages match the table OPM publishes for the December 1, 2026 increase. Proration applies only to the first COLA.
| Annuity began | Proration | CSRS | FERS |
|---|---|---|---|
| December 2025 or earlier | Full | 3.6% | 2.6% |
| January 2026 | 11/12 | 3.3% | 2.4% |
| February 2026 | 10/12 | 3.0% | 2.2% |
| March 2026 | 9/12 | 2.7% | 2.0% |
| April 2026 | 8/12 | 2.4% | 1.7% |
| May 2026 | 7/12 | 2.1% | 1.5% |
| June 2026 | 6/12 | 1.8% | 1.3% |
| July 2026 | 5/12 | 1.5% | 1.1% |
| August 2026 | 4/12 | 1.2% | 0.9% |
| September 2026 | 3/12 | 0.9% | 0.7% |
| October 2026 | 2/12 | 0.6% | 0.4% |
| November 2026 | 1/12 | 0.3% | 0.2% |
Source: OPM annuity payments page. An annuity that begins in December 2026 or later gets no 2027 COLA. Survivors of deceased annuitants are prorated from the date the retiree's annuity began, and children get the full CSRS rate; see the CSRS and FERS Handbook, chapter 2 and BAL 26-101. For CSRS and FERS the minimum increase is $1 (5 U.S.C. 8340(e), 8462(d)); it does not apply to military retired pay.
FERS annuity supplement: no COLA
The FERS annuity supplement, paid to many retirees who retire before 62 until they can claim Social Security, does not receive a COLA. OPM states that FERS COLAs apply to the retiree's basic annuity only, not the annuity supplement. Your 2027 increase applies to the basic annuity once you are eligible.
Military retirement COLA 2027
Expected, not confirmed: expected — DFAS has not posted its 2027 notice as of October 23, 2026. Military retired pay is adjusted every December 1 by a CPI increase under 10 U.S.C. 1401a. We expect it to match the 3.6% Social Security COLA, which would be 3.6% for High-3 and Final Pay retirees and for Blended Retirement System participants.
- REDUX and Career Status Bonus: members who first joined on or after August 1, 1986 and took the bonus get the increase minus 1 percentage point when it is above 1%: an expected 2.6% in 2027. See DFAS on CSB/REDUX.
- Retired during 2026: the first adjustment is the CPI increase from the quarter before the quarter you retired to the third quarter of 2026 (10 U.S.C. 1401a(d)). DFAS computes it, and the calculator does not estimate it. Members who retired by December 31, 2025 would get the full-year rate.
- Payment: DFAS pays retired pay on the first of the month. Because January 1, 2027 is a federal holiday, the first deposit at the new rate is expected on December 31, 2026. Not yet confirmed by DFAS. Check your DFAS statement.
Pay for serving members is separate; see the 2027 military pay chart. VA disability compensation gets its own COLA: see 2027 VA disability rates.
When the 2027 COLA is paid
- OPM (CSRS and FERS): effective December 1, 2026, reflected in the benefit payable January 4, 2027 (OPM pays on the first business day of the month after the benefit accrues).
- Military retired pay (DFAS): effective December 1, 2026; the first increased payment is expected December 31, 2026. Not yet confirmed by DFAS in our check.
- Social Security: see the 2027 Social Security COLA page, the source of the 3.6% increase.
Health insurance premiums and the COLA
FEHB and Medicare premiums are deducted from your annuity after the COLA. OPM's 2027 open season highlights report that the average enrollee share of FEHB premiums rises 10.9% in 2027 (overall premiums up 9.3%). Open Season runs November 9 to December 14, 2026. Your own plan's change is in its rate chart on OPM's premiums page. For Part B, see the 2027 Medicare Part B premium page. Federal employees who are still working should see the 2027 federal pay raise page.
CSRS and FERS COLA history
OPM's published rates, with the COLA year labeled as OPM and SSA label it (the December 1 increase is paid starting the following January). FERS differs from CSRS only when inflation is above 2%. Rates for 2020 through 2026 come from OPM Benefits Administration Letters, 2027 from OPM's annuity page; earlier years are from the CSRS and FERS Handbook, chapter 2.

FERS COLA 2027 questions
What is the FERS COLA for 2027?
2.6% for FERS retirees who are eligible, effective December 1, 2026. OPM's annuity payments page lists it. It is derived from the 3.6% CPI-W increase the Social Security Administration announced: under 5 U.S.C. 8462(b), when the CPI increase is above 3%, the FERS COLA is the CPI increase minus 1 percentage point.
What is the CSRS COLA for 2027?
3.6%, the full CPI-W increase from the third quarter of 2025 to the third quarter of 2026 (5 U.S.C. 8340). It applies to CSRS and CSRS Offset annuitants at any age.
Why do FERS retirees get a smaller COLA than CSRS retirees?
Congress wrote the FERS formula in 5 U.S.C. 8462(b) to trail inflation when inflation is higher. If the CPI increase is 2% or less, FERS gets all of it. Between 2% and 3%, FERS gets a flat 2%. Above 3%, FERS gets the increase minus 1 point. At 3.6%, that is 2.6%. The FERS COLA is the same as the CSRS COLA only when inflation is 2% or lower.
Do FERS retirees under 62 get the 2027 COLA?
Generally no. FERS COLAs are not paid to annuitants under 62 on December 1, except disability retirees (a disability annuitant still at the 60% first-year rate gets no COLA that year), survivors, and those retired under 5 U.S.C. 8412(d)(1) or (e): law enforcement officer, member of the Capitol Police or Supreme Court Police, firefighter, nuclear materials courier, customs and border protection officer, or air traffic controller (5 U.S.C. 8462(c)(3)). OPM's list also includes certain military reserve technicians and Joint Payroll Office FERS Special annuitants. A FERS retiree with a CSRS component gets the CSRS COLA on that component at any age.
Does the FERS annuity supplement get a COLA?
No. OPM says FERS COLAs apply to the basic annuity only, not the annuity supplement. The supplement does not rise with the 2027 increase.
When is the 2027 COLA paid?
The COLA is effective December 1, 2026. OPM says it is reflected in the benefit payable January 4, 2027, because annuities are paid on the first business day of the month after they accrue. Military retired pay is paid by DFAS on the first of the month, and because January 1, 2027 is a federal holiday, the first increased deposit is expected on December 31, 2026. Not yet confirmed by DFAS.
How is the first-year COLA prorated?
If your annuity began after December 31, 2025, you get 1/12 of the full COLA for each month you were on the roll before December 1, 2026, and a partial month counts as a month. OPM rounds to the nearest 0.1%. For FERS, an annuity that began in June 2026 gets 6/12 of 2.6%, or 1.3%. For CSRS it gets 6/12 of 3.6%, or 1.8%.
Do military retirees get the 3.6% COLA?
Expected, but not confirmed: DFAS has not posted its 2027 notice as of October 23, 2026. Military retired pay is adjusted each December 1 by the CPI increase under 10 U.S.C. 1401a, and the 3.6% figure is an expectation that it will match the Social Security COLA. Retirees under the REDUX retirement plan, or who took the Career Status Bonus, would get the increase minus 1 percentage point, or an expected 2.6%. Members in the Blended Retirement System are not reduced. Check DFAS for your own notice.
Do military members who retired in 2026 get the full COLA?
Not necessarily. Under 10 U.S.C. 1401a(d), a member's first adjustment is based on the CPI quarter before the quarter they retired, so someone who retired in 2026 gets a first adjustment based on the CPI increase from that earlier quarter to the third quarter of 2026. DFAS computes that amount from the CPI for the quarter before your retirement, and we do not estimate it.
Do health insurance premiums change in 2027?
The COLA is added to your gross annuity before taxes and deductions. FEHB premiums are separate: OPM reports an average 10.9% increase in the enrollee share for 2027 (overall premiums up 9.3%), with Open Season from November 9 to December 14, 2026. Medicare Part B premiums are set separately; see our 2027 Medicare Part B page.
