Earliest effective date, assuming each increase takes effect as soon as it is due. Waiting periods follow 5 CFR 531.405(a)(1) for employees with a scheduled tour of duty: 52 weeks at steps 1 to 3, 104 weeks at steps 4 to 6 and 156 weeks at steps 7 to 9. Each waiting period starts on the effective date of the previous increase (531.405(b)), and an increase takes effect on the first day of the first pay period after the waiting period is completed (531.412). Not modelled: non-creditable time, nonpay status, a break in service, quality step increases, performance below Level 3 and employees without a scheduled tour of duty. Within-grade increases apply only to permanent positions.

Standard method of the two-step promotion rule (5 U.S.C. 5334(b); 5 CFR 531.214(d)(3)) for a GS employee covered by the General Schedule and locality pay before and after promotion. For GS-1 to GS-4 the highest applicable rate includes the nationwide special rate table 001M (5 CFR 531.214(d)); the step and new rate above compare payable rates. Occupation-specific special rates, law enforcement base rates, retained pay, GM employees, the alternate method and a within-grade increase that takes effect on the same day are not included.
Overtime rate estimate
- Hourly rate
- $35.78
- GS-10 step 1 hourly (same locality)
- $32.57
- Overtime rate per hour
- $48.86
Your pay is above the GS-10 step 1 rate, so title 5 pays the greater of 1.5 times the GS-10 step 1 hourly rate or your own hourly rate.
Estimate only: basic pay with locality, hourly = annual / 2,087, overtime rounded up to the next cent. Premium pay, differentials, compensatory time, availability pay and other items in an FLSA regular rate are not included. Overtime must be officially ordered or approved (5 CFR 550.111). Title 5 premium pay is subject to the biweekly and annual earnings limits in 5 CFR 550.105 to 550.107; FLSA overtime is excluded from those limits (5 CFR 551.501(d)).
GS pay scale 2026 with locality: Rest of U.S.
Every grade and step with the 17.06% locality payment included. The table follows the locality area chosen in the calculator, and your selected cell is highlighted. Rates are rounded to the dollar and limited to $197,200; an asterisk marks a rate limited by that cap, and a dagger (†) marks a GS-1 to GS-4 rate set by special rate table 001M, which pays more than the locality rate there. For every grade with hourly and biweekly pay and all areas, see the GS pay scale 2026 pages.

How GS locality pay works
GS pay has two parts. The base rate comes from the General Schedule, which has 15 grades and 10 steps (5 U.S.C. 5332). Locality pay is a percentage on top, set for each pay area by OPM (5 U.S.C. 5304). OPM computes the locality-adjusted rate as base x (1 + locality percent), rounds to the nearest dollar and limits the result to the Executive Schedule level IV rate.
Hourly pay is the annual rate divided by 2,087 and rounded to the nearest cent. The biweekly rate is the rounded hourly rate times 80 (5 U.S.C. 5504(b)), before taxes and deductions; the monthly figure is the annual rate divided by 12. Your duty station sets the locality area; see OPM's 2026 General Schedule page or base table (checked October 23, 2026). Retirement and savings math on top of these salaries is in the FERS retirement calculator and the TSP calculator.
Special rate table 001M for GS-1 to GS-4
For GS-1 to GS-4 the locality rate is not always what you are paid. OPM's nationwide special rate table 001M applies to all General Schedule employees whose official worksite is in the United States, including its territories and possessions, when its rate is higher than the rate they would otherwise receive at the same grade and step. It covers GS-1 to GS-3 at every step and GS-4 at steps 1 to 5, and the calculator, the step timeline, the promotion calculator and the overtime estimate all use the higher rate (greater-of rule, 5 U.S.C. 5305(h); 5 CFR 530.303(d)). Across the 58 areas, 001M is the payable rate for 579 of 580 GS-1 rates, 563 of 580 GS-2 rates, 428 of 580 GS-3 rates and 53 of 290 GS-4 rates (in 20, 15, 12, 5 and 1 areas at GS-4 steps 1 to 5); everywhere else the locality rate is higher. Browse every grade on the GS pay scale 2026 pages.
GS step increase rules
A within-grade increase (step increase) moves you to the next step of your grade. You earn it when you meet three requirements: a rating of record of at least Level 3, completion of the waiting period, and no equivalent increase during the waiting period (5 U.S.C. 5335; 5 CFR 531.404).
| Move | Creditable service required |
|---|---|
| Step 1 to 2, 2 to 3, 3 to 4 | 52 weeks each |
| Step 4 to 5, 5 to 6, 6 to 7 | 104 weeks each |
| Step 7 to 8, 8 to 9, 9 to 10 | 156 weeks each |
The increase takes effect on the first day of the first pay period after the waiting period ends (5 CFR 531.412). Each waiting period starts on the effective date of the previous increase (5 CFR 531.405(b)), so the timeline above adds whole weeks to the effective date of your current step from your SF-50. It assumes every increase takes effect as soon as it is due. It does not model non-creditable time (some nonpay status counts toward the waiting period and some does not; see 5 CFR 531.406), a break in service, a quality step increase, a delayed acceptable-level-of-competence determination or employees without a scheduled tour of duty (260, 520 and 780 days in pay status). Within-grade increases apply only to permanent positions. Your SF-50 shows your actual within-grade increase date. Sources: 5 CFR 531.405, 5 U.S.C. 5335 and OPM's within-grade increase fact sheet.
How pay is set on a GS promotion
OPM's two-step promotion rule (5 U.S.C. 5334(b), 5 CFR 531.214) gives a promoted employee the lowest rate of the higher grade that is at least two step increases above the current rate. The standard method works in four steps:
- If the worksite changes, convert to the pay tables of the new location, using your current grade and step.
- Raise your current GS rate by two within-grade increases of your current grade.
- Apply the locality payment that applies to that rate.
- Take the lowest step of the new grade that equals or exceeds the result.
OPM example: GS-12 step 5 Rest of U.S. to GS-13 Washington, DC
From OPM's Promotion Examples ("Promotion between locality pay areas where special rates are not involved"): two increases take GS-12 step 5 ($86,659) to GS-12 step 7 ($91,757). The DC locality rate for that step is $122,899. The lowest GS-13 step in DC at or above that is step 2, $125,845. This calculator returns the same result.
From step 9 or 10, the increases beyond step 10 equal the step 9-10 increase of your grade. The rule applies to any higher grade, including promotions of more than one grade. If the amount is above the top of the new grade, pay is set at step 10. Where the Executive Schedule level IV cap limits the rate, OPM gives no explicit guidance on which step to compare, so the calculator compares at the capped rate and shows the uncapped step as well when they differ. For GS-1 to GS-4 the employee's highest applicable rate, including special rate table 001M, is used in the same way (5 CFR 531.214(d)). Not included: occupation-specific special rate schedules, law enforcement and wildland firefighter base rates, the alternate method, retained pay, GM employees and the maximum payable rate rule, which can set pay higher based on earlier federal pay. Your agency HR office applies these rules and your SF-50 shows the result.
GS overtime pay
Title 5 overtime (5 U.S.C. 5542; 5 CFR 550.113) pays 1.5 times your hourly rate if your pay does not exceed the minimum rate of GS-10 in your locality. Above that, it pays the greater of 1.5 times the GS-10 step 1 hourly rate or your own hourly rate, so higher-paid FLSA-exempt employees often get straight time. FLSA non-exempt employees are paid 1.5 times their hourly regular rate with no GS-10 limit (5 CFR 551.501). Check your SF-50 and your agency for your FLSA status. Title 5 premium pay is also subject to the biweekly and annual earnings limits in 5 CFR 550.105 to 550.107; FLSA overtime is excluded from those limits (5 CFR 551.501(d)). OPM publishes the title 5 overtime rates for every grade and step in its Rest of U.S. and Washington-Baltimore hourly tables.
The GS pay cap in 2026
Total locality-adjusted GS pay cannot exceed the Executive Schedule level IV rate, $197,200 in 2026. Where base times locality would be higher, OPM publishes the capped figure with an asterisk, and this page does the same: capped cells in the pay scale table are marked with an asterisk, and the calculator shows a notice when your selection is capped.
GS pay calculator questions
How do I calculate my GS pay?
Find your grade and step on the General Schedule base table, multiply that base rate by 1 plus your locality percentage (for example 17.06% in Rest of U.S.), and round to the nearest dollar. Locality-adjusted rates are limited to the Executive Schedule level IV rate, $197,200 in 2026. Divide by 2,087 for the hourly rate. The calculator above does all of this with OPM's 2026 tables.
How long between GS steps?
For employees with a scheduled tour of duty, 52 weeks of creditable service to move from step 1 to 2, 2 to 3 and 3 to 4; 104 weeks from step 4 to 5, 5 to 6 and 6 to 7; and 156 weeks from step 7 to 8, 8 to 9 and 9 to 10 (5 U.S.C. 5335; 5 CFR 531.405). Going from step 1 to step 10 therefore takes 18 years if nothing interrupts it. You must also have a rating of record of at least Level 3 and no equivalent increase during the waiting period.
How is pay set on promotion?
Under the two-step promotion rule (5 U.S.C. 5334(b); 5 CFR 531.214), your new rate is the lowest step of the higher grade that equals or exceeds your old rate plus two within-grade increases of the old grade. For a promotion within the same locality, that means adding two steps at your current grade, applying locality pay, then finding the first step in the new grade at or above that amount. Special rates, law enforcement rates and retained pay follow extra rules in the same section.
What is locality pay?
Locality pay is a percentage added to GS base pay to narrow the gap between federal and non-federal pay in each area (5 U.S.C. 5304). OPM sets one percentage per locality pay area: 17.06% for Rest of U.S., 33.94% for Washington-Baltimore-Arlington and 46.34% for San Jose-San Francisco-Oakland in 2026. Your duty station, not where you live, decides your area.
Why is GS-1 to GS-4 pay higher than the locality table?
OPM special rate table 001M applies to all General Schedule employees whose worksite is in the United States, including its territories and possessions, when it pays more than the locality rate for their grade and step. In 2026 it covers GS-1 to GS-3 at every step and GS-4 at steps 1 to 5; for example GS-1 step 1 is $35,048 instead of the Rest of U.S. locality rate of $26,437. The calculator uses the higher rate for annual, hourly, biweekly, step increase, promotion and overtime figures. Occupation-specific special rate tables are not included.
What is the GS pay cap in 2026?
Locality-adjusted GS pay may not exceed the rate for level IV of the Executive Schedule, which is $197,200 in 2026 (5 U.S.C. 5304(g)(1)). OPM marks capped rates with an asterisk. In several high-cost areas the upper GS-15 steps reach the cap, so those rates are the same dollar amount.
Will GS pay go up in 2027?
The President's alternative pay plan proposes no change to GS base or locality pay for 2027, but Congress can act and OPM publishes final tables around late December. Step increases and promotions are separate from the annual raise and still apply. See federal pay raise 2027 for the plan, its status and a what-if calculator.
Estimates for planning. Pay depends on your position of record, special rates, your agency's application of OPM rules and your own history. Your SF-50 and your agency HR office are authoritative.
