GS Pay Scale 2027: Proposed Tables and Where They Stand
The 2027 GS pay scale is not final: the President's pay plan (House Document 119-189, August 26, 2026) proposes 0% for base and locality pay, so 2026 rates would carry over. As of October 26, 2026, no 2027 pay executive order or OPM table is out, and the stopgap law sets no raise. Tables usually come in late December.

Where the 2027 GS pay scale stands (checked October 26, 2026)
- Plan: House Document 119-189 (August 26, 2026) says base pay and locality pay for civilian federal employees will not change from 2026 rates, which is 0% base and 0% locality. It is a proposal, not final.
- Appropriations: Public Law 119-103 (H.R. 6500, the Continuing Appropriations and Extensions Act, 2027) was signed September 2, 2026. It continues funding at fiscal year 2026 rates through December 11, 2026 and contains no pay-adjustment language. The House FY2027 Financial Services and General Government bill (H.R. 8495) was reported April 24, 2026; it has not been enacted and names no percentage.
- Executive order: none on 2027 pay in the Federal Register as of October 26, 2026. The 2026 order was EO 14368, signed December 18, 2025.
- OPM tables: OPM's Salaries & Wages page lists 2026 as its newest General Schedule year, and OPM has not published 2027 General Schedule tables as of October 26, 2026.

GS base pay table 2027 (proposed, not official)
Proposed. Official 2027 tables not yet published. This is the 2026 OPM base table, which would stay in place if the proposed 0% base adjustment is adopted. If a raise is enacted instead, these numbers will change.

Locality pay under the 2027 proposal
The proposal sets the locality adjustment to zero, so each of the 58 areas keeps its 2026 percentage. The columns show GS-7 step 1, GS-12 step 1 and GS-15 step 10 under that proposal; select an area for the full GS-1 to GS-15 table (2026 rates, which would also be the 2027 rates). An asterisk marks a rate limited to the cap.

GS-1 to GS-4 are paid at least the nationwide special rate table 001M rate where it is higher than the locality rate (GS-1 step 1: $35,048 in 2026). OPM's annual special rate review sets the 2027 table 001M rates separately from the 0% plan.
Locality-adjusted GS pay cannot exceed the Executive Schedule level IV rate. This page uses $197,200, the 2026 rate, because the 2027 rate is not yet published. OPM marks rates limited to the rate for level IV of the Executive Schedule (5 U.S.C. 5304(g)(1)) with an asterisk in its locality tables.
Estimate your 2027 pay
Estimate your 2027 pay under other raise scenarios with the federal pay raise 2027 calculator.
That calculator takes your grade, step and locality area and shows pay under the proposed 0%, the separate 3.8% law enforcement scenario or a custom percent. This page keeps to the proposed tables and where they stand.
Timeline: how the 2027 GS pay scale gets decided
- August 26, 2026. The President's alternative pay plan (House Document 119-189) proposes no change in civilian base or locality pay for 2027.
- September 2, 2026. Public Law 119-103 continues funding at 2026 rates through December 11, 2026. It sets no pay adjustment.
- Before December 11, 2026, or later if funding is extended. Congress can still set a different raise in appropriations legislation. The House FY2027 Financial Services bill (H.R. 8495) is not enacted.
- Late December 2026 (typical). The President issues the executive order that sets the new pay schedules. The 2026 order, EO 14368, was signed December 18, 2025.
- Late December 2026 (typical). OPM publishes the official 2027 General Schedule and locality tables. They replace the proposed table on this page.
- January 10, 2027. Pay period 1 of 2027 begins on the NFC calendar. New rates normally take effect in the first pay period of January.
Dates in late December are what usually happens, not an announced schedule. The first pay period date comes from our federal pay period calendar 2027.
GS pay scale 2027 questions
What is the GS pay scale for 2027?
OPM has not published one. Under the President's proposal (House Document 119-189, August 26, 2026), base and locality pay stay at 2026 rates, so the 2027 table would be identical to the 2026 table: base x (1 + locality percent), rounded to the dollar and limited to the Executive Schedule level IV cap. The table on this page is that proposal, labelled as such, not an OPM table.
Will GS employees get a pay raise in 2027?
Not under the plan as sent to Congress: 0% base and 0% locality. The plan is not final. As of October 26, 2026 we found no enacted law, no executive order and no OPM table that sets a 2027 civilian raise, so the outcome can still change.
When will the 2027 GS pay tables come out?
OPM usually publishes them in late December, after the President's executive order, and new rates normally take effect in the first pay period of January. In 2027 that pay period begins January 10, 2027 on the NFC calendar. Last year's order, EO 14368, was signed December 18, 2025.
Does the continuing resolution change federal pay?
No. Public Law 119-103, signed September 2, 2026, continues funding at fiscal year 2026 rates through December 11, 2026 and has no General Schedule pay-adjustment language. A full-year appropriations act or the executive order would be the next place a raise could appear.
Will 2027 locality pay change?
The proposal sets locality adjustments to zero, so every area would keep its 2026 percentage. The locality table below lists all 58 areas with those percentages and links to each area's full 2026 pay table. OPM can still change locality pay area definitions, which this page does not predict.
Does the 3.8% law enforcement increase apply to GS employees?
It is a separate process. The same plan directs OPM to increase 2027 compensation for law enforcement personnel by 3.8%, and OPM decides which positions qualify. It is not part of the 0% General Schedule proposal. See the federal pay raise 2027 page for details.
What is the GS pay cap for 2027?
The 2027 Executive Schedule level IV rate is not yet published. This page uses the 2026 cap, $197,200, which limits GS-15 step 10 in many areas.
