Before the fee, the uscis.gov Form I-90 page says which conditional residents do not use this form:

“DO NOT submit this form if you are a conditional resident seeking to remove conditions on your Green Card.”

“If you are a conditional resident, you must submit one of the following:”

Form I-90 is the application to replace a Permanent Resident Card, which covers renewal of an obsolete card and replacement of a lost, mutilated or destroyed one, or a change in name.

When no I-90 fee applies, as written

8 CFR 106.2(a)(1) lists three no-fee cases:

“If the applicant was issued a card but never received it: No fee.”
8 CFR 106.2(a)(1)(i)
“If the applicant's card was issued with incorrect information because of DHS error and the applicant is filing for a replacement: No fee.”
8 CFR 106.2(a)(1)(ii)
“If the applicant has reached their 14th birthday and their existing card will expire after their 16th birthday: No fee.”
8 CFR 106.2(a)(1)(iii)

Fee waiver

8 CFR 106.3 lists the forms whose fees may be waived. Form I-90 is the first one named in the paragraph for fees that may be waived without condition:

“(i) The following fees for the following forms may be waived without condition: (A) Application to Replace Permanent Resident Card (Form I-90);”
8 CFR 106.3(a)(3)(i)(A)

The rule sets the test for a waiver:

“The party requesting the benefit must be unable to pay the prescribed fee. A person demonstrates an inability to pay the fee by establishing at least one of the following criteria: (i) Receipt of a means-tested benefit as defined in § 106.1(f)(3) at the time of filing; (ii) Household income at or below 150 percent of the Federal Poverty Guidelines at the time of filing; or (iii) Extreme financial hardship due to extraordinary expenses or other circumstances that render the individual unable to pay the fee.”
8 CFR 106.3(a)(1)

Biometrics

The I-90 entry in Form G-1055 does not show a separate biometric services fee, and 8 CFR 106.2(a)(1) does not mention one. The schedule lists a biometric services fee for some other forms, such as $30 for Form I-821.

How USCIS publishes its fees

8 CFR 106.2 lists the fee for each form, and Form G-1055 is the Fee Schedule USCIS publishes for filers. They agree on the amounts on this page. Form G-1055 states:

“The table below presents the fees, currently in effect, for all U.S. Citizenship and Immigration Services (USCIS) forms.”
Form G-1055, Fee Schedule, Edition 10/26/26
“Each application, petition, or request must be accompanied by the correct fee(s) unless you are exempt from paying the fee(s) or are eligible for a fee waiver. If the fee is incorrect, the application, petition, or request will be rejected.”
Form G-1055, Fee Schedule, Edition 10/26/26

8 CFR 106.1(g) is the rule behind the online amounts:

“Unless otherwise provided in this part, the fee for forms filed online with USCIS, using the electronic system prescribed by USCIS, will be an amount that is $50 lower than the fee prescribed in § 106.2.”
8 CFR 106.1(g)

Frequently asked questions

Does a conditional resident file Form I-90 to remove conditions?

No. uscis.gov/i-90 says: "DO NOT submit this form if you are a conditional resident seeking to remove conditions on your Green Card." It says a conditional resident must submit Form I-751, Petition to Remove Conditions on Residence (a Green Card obtained through marriage), or Form I-829, Petition by Investor to Remove Conditions on Permanent Resident Status (a Green Card obtained through financial investment in a U.S. business). The Instructions for Form I-90 add that conditional permanent residents may also use the I-90 to apply for replacement of an existing Permanent Resident Card, but may not use it to replace, for any reason, a card that is expired or will expire within 90 days. The I-90 fee on this page is not the fee for I-751 or I-829.

How much is the green card renewal fee?

Form I-90 costs $465 on paper and $415 filed online, according to Form G-1055 (edition 10/26/26). 8 CFR 106.2(a)(1) lists $465, and 8 CFR 106.1(g) makes the online amount $50 lower.

What is the I-90 fee?

When is there no I-90 fee?

8 CFR 106.2(a)(1) lists three no-fee cases: the applicant was issued a card but never received it; the card was issued with incorrect information because of DHS error and the applicant is filing for a replacement; and the applicant has reached their 14th birthday and their existing card will expire after their 16th birthday.

Is there a separate biometric services fee for the I-90?

The I-90 entry in Form G-1055 (edition 10/26/26) does not show a separate biometric services fee, and 8 CFR 106.2(a)(1) does not mention one. The schedule does list biometric fees for some other forms, such as $30 for Form I-821 and for EOIR-40, EOIR-42A and EOIR-42B.

Why do the paper and online fees differ?

8 CFR 106.1(g) says forms filed online with USCIS, using the electronic system prescribed by USCIS, will be an amount that is $50 lower than the fee in 106.2, unless the part provides otherwise. Form G-1055 shows both amounts for the I-90.
