Reduced fee

“The fee for an applicant whose documented household income is less than or equal to 400 percent of the Federal Poverty Guidelines: $380. The discount in section 106.1(g) does not apply to this section.”
8 CFR 106.2(b)(3)(ii)

The rule ties the reduced fee to the Federal Poverty Guidelines. It defines them this way:

“Federal Poverty Guidelines means the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services under the authority of 42 U.S.C. 9902(2).”
8 CFR 106.1(f)(4)

The federal poverty level calculator lists the guideline figures. USCIS asks for documentation with the request:

“Submit $380 and documentation to support the reduced fee”

“You cannot file online if you are requesting a fee waiver or a reduced fee; you must file a paper Form N-400.”

Military service exemption

“No fee is charged an applicant who meets the requirements of section 328 or 329 of the Act with respect to military service.”
8 CFR 106.2(b)(3)(i)

Fee waiver

8 CFR 106.3(a)(3)(i)(I) lists Form N-400 among the fees that may be waived without condition. The rule sets the test for a waiver:

“The party requesting the benefit must be unable to pay the prescribed fee. A person demonstrates an inability to pay the fee by establishing at least one of the following criteria: (i) Receipt of a means-tested benefit as defined in § 106.1(f)(3) at the time of filing; (ii) Household income at or below 150 percent of the Federal Poverty Guidelines at the time of filing; or (iii) Extreme financial hardship due to extraordinary expenses or other circumstances that render the individual unable to pay the fee.”
8 CFR 106.3(a)(1)

The uscis.gov N-400 page says a request for a fee waiver cannot be filed online.

Biometrics

The N-400 entry in Form G-1055 does not show a separate biometric services fee, and 8 CFR 106.2(b)(3) does not mention one.

How USCIS publishes its fees

8 CFR 106.2 lists the fee for each form, and Form G-1055 is the Fee Schedule USCIS publishes for filers. They agree on the amounts on this page. Form G-1055 states:

“The table below presents the fees, currently in effect, for all U.S. Citizenship and Immigration Services (USCIS) forms.”
Form G-1055, Fee Schedule, Edition 10/26/26
“Each application, petition, or request must be accompanied by the correct fee(s) unless you are exempt from paying the fee(s) or are eligible for a fee waiver. If the fee is incorrect, the application, petition, or request will be rejected.”
Form G-1055, Fee Schedule, Edition 10/26/26

8 CFR 106.1(g) is the rule behind the online amounts:

“Unless otherwise provided in this part, the fee for forms filed online with USCIS, using the electronic system prescribed by USCIS, will be an amount that is $50 lower than the fee prescribed in § 106.2.”
8 CFR 106.1(g)
