How Much Is a Passport? 2026 Fees for the Book and the Card

An adult first-time passport book totals $165 under the State Department's fee schedule in 22 CFR 22.1: the $50 application fee, the $80 security surcharge and the $35 execution fee. The execution fee is for first-time applicants and others who must apply in person, so an adult mail renewal that meets the conditions in 22 CFR 51.21(b)(1) totals $130. Use the calculator for a child, a passport card, expedited service or a file search, or compare the two on the passport book vs card page.

Execution fee, minors and mail renewals

“1. Passport Book or Card Execution: Required for first-time applicants and others who must apply in person”
22 CFR 22.1, Item 1 ($35)

The calculator adds the $35 execution fee when its first box is ticked, and always for an applicant under 18. 22 CFR 51.21(a) says:

“Except as provided in § 51.28, to assist in establishing identity, a minor, a person who has never been issued a passport in his or her own name, a person who has not been issued a passport for the full validity period of 10 years in his or her own name within 15 years of the date of a new application, or a person who is otherwise not eligible to apply for a passport by mail under paragraphs (b) and (c) of this section, must apply for a passport by appearing in person before a passport agent or passport acceptance agent (see § 51.22).”
22 CFR 51.21(a)

For minors, 22 CFR 51.28 adds:

“Minors under 16 years of age applying for a passport must appear in person, unless the personal appearance of the minor is specifically excused by a senior passport authorizing officer, pursuant to guidance issued by the Department.”
22 CFR 51.28(a)(1)
“A minor 16 years of age and above applying for a passport must appear in person and may execute the application for a passport on his or her own behalf unless the personal appearance of the minor is specifically excused by a senior passport authorizing officer pursuant to guidance issued by the Department, or unless, in the judgment of the person before whom the application is executed, it is not advisable for the minor to execute his or her own application.”
22 CFR 51.28(b)(1)

22 CFR 51.21(b) lets a person in the United States apply without appearing in person when its conditions are met. For an application by mail, paragraph (b)(1) says:

“A person in the United States who previously has been issued a passport valid for 10 years in his or her own name may apply for a new passport by filling out, signing and mailing an application on the form prescribed by the Department if: (i) The most recently issued previous passport was issued when the applicant was 16 years of age or older; (ii) The application is made not more than 15 years following the issue date of the previous passport, except as provided in paragraph (e) of this section; and (iii) The most recently issued previous passport of the same type is submitted with the new application.”
22 CFR 51.21(b)(1)

For an on-line application, paragraph (b)(2) says:

“A person in the United States who previously has been issued a passport valid for 10 years in their own name may apply for a new passport by filling out, signing, and submitting an on-line application via the Department's official website if: (i) The applicant's most recently issued passport was issued when the applicant was 16 years of age or older, and has one year or less of validity remaining; (ii) The application is made not more than 15 years following the issue date of the most recently issued passport of the same type; (iii) The most recently-issued passport of the same type is available for verification via the on-line process.”
22 CFR 51.21(b)(2)

Because 22 CFR 51.21(a) and 51.28 require a minor to appear in person, the calculator lets an applicant clear the execution fee only at age 18 or older. Whether a particular renewal meets the 51.21(b) conditions is for the State Department to decide. Item 1 is one row for "Passport Book or Card". A 2016 proposed rule worded Item 1 differently:

“(Applicants applying for both the book and card simultaneously on the same application pay only one execution fee.)”
Proposed rule, 81 FR 64088 (Sept. 19, 2016), proposed wording of Item 1

That sentence is from the proposed rule published at 81 FR 64088 and is not in the current eCFR text of Item 1. The final rule (83 FR 4428, January 31, 2018) adopted Item 1 without that sentence. The current section does not say whether someone applying for both pays Item 1 once or twice, and this page counts it once.

Expedited service

Item 3 lists expedited service at $60, with no separate wording for the book or the card. 22 CFR 51.56 says:

“Within the United States, an applicant for passport service (including issuance or replacement of a passport) may request expedited processing. The Department may decline the request.”
22 CFR 51.56(a)
“A fee is charged for expedited passport processing (see 22 CFR 51.51(c)). The fee does not cover any costs of mailing above the normal level of service regularly provided by the Department. The cost of expedited mailing must be paid by the applicant.”
22 CFR 51.56(c)
“The Department will not charge the fee for expedited passport processing if the Department's error, mistake or delay caused the need for expedited processing.”
22 CFR 51.56(d)

When no passport fee is listed

The schedule lists these no-fee cases next to the book rows:

“(d) Passport book replacement for name change if submitted within one year of passport issuance NO FEE.”
22 CFR 22.1, Item 2(d)
“(f) Passport book replacement for data correction (name, date of birth, place of birth, sex printed erroneously) if submitted within one year of passport issuance NO FEE.”
22 CFR 22.1, Item 2(f)

Item 4 exempts some applicants from the Item 2 fees:

“The following applicants are exempted from all passport fees listed in Item 2 above:”
22 CFR 22.1, Item 4 (the list follows in the CFR)

A related validity rule:

“A regular passport for which payment of the fee has been excused is valid for a period of five years from the date issued unless limited by the Department to a shorter period.”
22 CFR 51.4(b)(3)

The list that follows is in 22 CFR 22.1 and covers specific groups, such as certain U.S. government officers and employees traveling on official duty. Item 4 refers to Item 2, the book application rows.

What we checked

When we checked on November 2, 2026, the passport rows above matched the eCFR text of 22 CFR 22.1, 51.3, 51.4, 51.21, 51.28 and 51.56 that was up to date as of October 29, 2026. A change to the schedule published after that date is not reflected here.

Frequently asked questions

How much is a passport?

Under the State Department's fee schedule in 22 CFR 22.1, an adult first-time passport book totals $165 ($50 + $80 + $35 = $165): the Item 2(a) application fee, the Item 2(g) security surcharge and the Item 1 execution fee. A child's passport book totals $135 and an adult passport card totals $65 on the same basis.

How much does a passport renewal cost?

An adult passport book renewal costs $130 (2(a) $50 plus 2(g) $80) when the Item 1 execution fee does not apply, and $165 when it does. 22 CFR 51.21(b)(1) lets a person in the United States who previously has been issued a passport valid for 10 years in his or her own name apply by mail if the most recently issued previous passport was issued when the applicant was 16 or older, the application is made not more than 15 years after that passport was issued (except as 51.21(e) provides), and that passport is submitted with the application. 22 CFR 51.21(b)(2) has separate conditions for an on-line application. 22 CFR 51.21(a) and 51.28 require minors to appear in person, so a mail renewal is for applicants 18 or older.

How much is a passport for a child?

A passport book for an applicant under 16 totals $135 ($20 + $80 + $35 = $135): the Item 2(b) application fee, the Item 2(g) surcharge and the Item 1 execution fee. 22 CFR 51.28(a)(1) says minors under 16 must appear in person unless a senior passport authorizing officer specifically excuses it, so the calculator always adds the execution fee for them. A passport card for a child under 16 totals $50 ($15 + $35 = $50). An applicant who is 16 or 17 uses the age 16 or over rows and also appears in person under 22 CFR 51.28(b)(1).

How much is a passport card?

An adult passport card costs $30 under Item 9(a), or $65 with the Item 1 execution fee. The schedule lists a security surcharge only for the passport book, so the card total has none. A card renewal that meets the 22 CFR 51.21(b)(1) mail conditions and has no execution fee is $30.

How much does expedited service add?

Item 3 lists expedited service at $60. Per 22 CFR 51.56(c), that fee does not cover mailing above the normal level of service, and the applicant pays for expedited mailing. Under 22 CFR 51.56(d), the fee is not charged if the Department's error, mistake or delay caused the need for expedited processing.

What does it cost to apply for a book and a card together?

For an adult applying in person for both, the schedule items add to $195 ($50 + $80 + $30 + $35 = $195). Item 1 is one row for "Passport Book or Card". A 2016 proposed rule (81 FR 64088) worded it with "Applicants applying for both the book and card simultaneously on the same application pay only one execution fee". The final rule (83 FR 4428, January 31, 2018) adopted Item 1 without that sentence, and the current section does not say whether someone applying for both pays it once or twice, so this page counts it once.

Are any passport fees waived?

Item 2(d) and Item 2(f) list "NO FEE" for a book replacement for a name change or a data correction when it is submitted within one year of passport issuance. Item 4 exempts the applicants it lists from the Item 2 fees, and 22 CFR 51.4(b)(3) gives a regular passport for which payment of the fee has been excused a five-year validity unless the Department limits it. Read the full lists in 22 CFR 22.1 before relying on either.

Where do these passport fees come from?

They come from 22 CFR 22.1, the Schedule of Fees for Consular Services in the eCFR. When we checked on November 2, 2026, the eCFR text was up to date as of October 29, 2026.
