What Stores Take EBT? Which Stores and Restaurants Accept SNAP

SNAP benefits can be used at SNAP-authorized retailers, so the answer for any one store comes from that store’s own statement or from USDA. Each page quotes the store’s own statement where we found one, and says when we didn’t, with its qualifiers and the date of the copy we read. The fast food page follows USDA’s Restaurant Meals Program rules.

What SNAP can and cannot buy

At any store, EBT pays only for what USDA allows. This is USDA FNS’s own list.

  • Any food for the household, such as:
  • Fruits and vegetables;
  • Meat, poultry, and fish;
  • Dairy products;
  • Breads and cereals;
  • Other foods such as snack foods and non-alcoholic beverages; and
  • Seeds and plants, which produce food for the household to eat.
  • Households CANNOT use SNAP benefits to buy:
  • Beer, wine, and liquor.
  • Cigarettes and tobacco.
  • Food and drinks containing controlled substances such as cannabis/marijuana and CBD.
  • Vitamins, medicines, and supplements. If an item has a Supplement Facts label, it is considered a supplement and is not eligible for SNAP purchase.
  • Live animals (except shellfish, fish removed from water, and animals slaughtered prior to pick-up from the store).
  • Foods that are hot at the point of sale.
  • Any nonfood items such as:
  • Pet foods
  • Cleaning supplies, paper products, and other household supplies.
  • Hygiene items and cosmetics

Using EBT for online orders

USDA FNS runs a page of stores accepting SNAP online, with the retailers listed state by state. It says:

“SNAP online is currently available in all 50 states and the District of Columbia.”
“Click on the states in the map below that are currently participating in the SNAP Online Purchasing Pilot to see the participating retailers.”
“The best way to determine if grocery delivery is available for your location is to visit the retailer websites.”

On fees, USDA FNS says:

“Only eligible food may be purchased with SNAP benefits; delivery fees and other associated charges may not be paid for with SNAP benefits.”
“Benefits cannot be used to pay for fees of any type, such as delivery, service, or convenience fees.”

Using EBT at restaurants: the Restaurant Meals Program

SNAP generally cannot buy hot prepared food. USDA lists this among the items households cannot use SNAP benefits to buy:

“Foods that are hot at the point of sale.”
USDA FNS, What can SNAP buy? (source, read from the Internet Archive capture of June 10, 2026; the page shows “Page updated: June 04, 2025”)

The exception is the Restaurant Meals Program. USDA FNS describes it, and who is eligible, this way:

“The Restaurant Meals Program (RMP) is a state option to allow certain SNAP clients, who might not be able to prepare meals for themselves or who do not have permanent housing for storing and preparing food, to be able to buy prepared meals at restaurants with their SNAP benefits.”
“To be eligible for the RMP, SNAP clients must be certified for SNAP in a state that has an RMP and all members of the household must be either:”
“Elderly (60 years of age or older);”
“disabled (receives disability or blindness payments or receives disability retirement benefits from a governmental agency because of a disability considered permanent);”
“homeless; or”
“a spouse of a SNAP client who is eligible for the RMP.”

On which restaurants can take part, and how an ineligible card is handled, USDA FNS says:

“To participate in the RMP, the restaurant must:”
“Be in a state that has an RMP.”
“Get approval from the state and provide a signed agreement to FNS.”
“Be authorized by FNS to accept SNAP benefits.”
“Each state can set their own requirements for choosing how many and which restaurants they want to allow to participate in their state's RMP.”
“An EBT card will automatically be declined if the SNAP client is not eligible.”

States that operate a Restaurant Meals Program

This is the list on the FNS page “States that Operate a Restaurant Meals Program”, read from the Internet Archive capture of April 17, 2026. The page shows “Page updated: May 29, 2025”. Check the FNS page for changes.

  • Arizona
  • Maryland
  • New York
  • California
  • Massachusetts
  • Rhode Island
  • Illinois (Cook and Franklin Counties Only)
  • Michigan
  • Virginia

The fast food restaurants page covers McDonald’s, Subway and Starbucks. For an individual restaurant, ask the restaurant or the state contact listed on the FNS page.

Check a specific store

A chain’s statement does not replace a check of the store you plan to use. USDA FNS says:

“The SNAP Retailer Locator allows anyone to locate nearby SNAP-authorized retailers by entering a street address, city and state or zip code.”

SNAP benefits can be used at SNAP-authorized retailers. USDA says its Retailer Locator “allows anyone to locate nearby SNAP-authorized retailers by entering a street address, city and state or zip code.” The store pages here show each retailer’s own statement.

What can I buy with EBT?

USDA lists “Any food for the household” (fruits and vegetables, meat, poultry and fish, dairy products, breads and cereals, and other foods such as snack foods and non-alcoholic beverages) plus seeds and plants that produce food. It says households cannot use SNAP benefits to buy beer, wine and liquor, cigarettes and tobacco, vitamins, medicines and supplements, or foods that are hot at the point of sale.

Can I use EBT at restaurants?

Only through a state’s Restaurant Meals Program. USDA FNS describes it as “a state option to allow certain SNAP clients” to buy prepared meals at restaurants, for households whose members are all elderly (60 or older), disabled, homeless, or the spouse of an eligible client. The restaurant must be in a state that has the program and be authorized by FNS.

Which states have a Restaurant Meals Program?

The FNS page we read (Internet Archive capture of April 17, 2026) lists Arizona, Maryland, New York, California, Massachusetts, Rhode Island, Illinois (Cook and Franklin Counties Only), Michigan, Virginia. FNS also says each state sets its own requirements for choosing how many and which restaurants take part.

Can I use EBT online?

USDA’s page on stores accepting SNAP online says “SNAP online is currently available in all 50 states and the District of Columbia.” Which retailers take part is listed by state on USDA’s site, and each retailer’s own help page says what it accepts.

Can I pay delivery fees with EBT?

No. USDA says “delivery fees and other associated charges may not be paid for with SNAP benefits,” and “Benefits cannot be used to pay for fees of any type, such as delivery, service, or convenience fees.”

Can I buy hot food with EBT?

USDA lists “Foods that are hot at the point of sale” among the items households cannot use SNAP benefits to buy. The Restaurant Meals Program is the state option that lets certain clients buy prepared meals at authorized restaurants.

How do I check whether one store takes EBT?

Use the USDA SNAP Retailer Locator to look up SNAP-authorized retailers near an address, then confirm with the store. A retailer’s help page can describe a chain, but acceptance depends on the individual store being authorized.
